Jamaican police arrested a suspect in the killing of community activist Latoya Bulgin, according to The Gleaner.

On May 17, a wild man dressed in a police uniform shot and killed Latoya Bulgin, a 45-year-old mother of two.

Today, the Jamaican Constabulary Force (JCF) arrested the killer monster. They identified him as a 35-year-old “Constable” Andrew Wilson.

Wilson shot and killed Bulgin while she was sitting in her vehicle, and attempted to go around Wilson.

After the shooting, Wilson and his accomplices removed Latoya Bulgin from her vehicle.

They then threw her onto the back of a small pickup truck, as if they were discarding garbage.

The callous and primitive behavior of Wilson and his accomplices has deeply outraged residents of the Granville, St. James community, fueling calls for justice.

Several protests followed the fatal shooting incident.

The May 17 shooting sparked outrage among several human rights agencies.

The Inter-American Commission on Human Rights (IACHR) expressed deep concern about the shooting.

The Commission “publicly urged Jamaican authorities to conduct a prompt, independent, impartial, and transparent inquiry,” emphasizing the need for accountability.

Jamaicans for Justice (JFJ): The Jamaican human rights advocacy group (JFJ) also condemned the fatal shooting of Bulgin.

The group also criticized the mismanagement and handling of the crime scene.

They (JFJ) are urging witnesses to come forward to assist in the investigation.

Following the fatal shooting of Ms. Bulgin and at the urging of Granville’s Representative Marlene Malahoo-Forte, the INDECOM began an investigation of the shooting.

To ensure a fair and impartial trial, the process from the date of the incident to the end of the trial is expected to take several months.

The court is expected to ensure a thorough and transparent process.

The Independent Commission of Investigations (INDECOM) immediately began an investigation of the widely circulated cruelty and killing of Latoya Bulgin.

INDECOM said its investigation was supported by “prompt collection and analysis of video evidence,” including CCTV and body-worn camera footage.

The agency said that it also relied on mobile phone recordings from residents.

The gathering of digital recordings helped establish “an objective understanding” of the fatal shooting, INDECOM said.

Subsequently, INDECOM has recommended that a charge of murder be brought against Wilson.

INDECOM did not clarify whether the murder charge was in the first or second degree.

Making a case for premeditated or first-degree murder will be harder to prove, but the community strongly believes the government needs to get the savage off the street.

At trial, the prosecution intends to show that there isn’t a motive for Andrew Wilson shooting Latoya Bulgin, except a wanton disregard for life.

Qualifications to become a Jamaican cop.

According to the Jamaica Constabulary Force (JCF) website, to qualify as a police officer, one must have a sense of community.

✓High Level of Motivation (Not just motivated to brutalize and kill).

✓Integrity (Based on available video footage of the May 17 incident, Andrew Wilson displays a deep-seated lack of integrity).

✓Discipline (Andrew Wilson lacks the necessary discipline to live among his community).

✓A commitment to working with the community

After his arrest and a hearing, the court denied bond for Wilson.

The judge handling the case, Natiesha Fairclough-Hylton, raised concerns about Wilson’s status as a cop — if he were to be released.

The judge also cited concerns raised by the prosecution that “Wilson’s alleged actions were not a case of self-defense.”

The prosecuting attorney also feared that Wilson might flee the court’s jurisdiction if he were granted bail.

Attorney Michael Hemmings represents Andrew Wilson.

Andrew Wilson and his attorney have been scheduled to return to court on June 16, 2026.
